by the time---------the future meaning. (用於未來式)
Ex:
everything will be all right by the time when you come back.
By 2020, the population will have risen to over 100 million.
at the time--------- the past meaning. (用於過去式)
Ex:
He was crything at that time.
He was six years old at that time.
